Free Parking Streets and Bays in Port Melbourne
Port Melbourne’s publicly described street options are generally time-limited rather than permanently unrestricted. The City of Port Phillip says residential streets usually use one-hour or two-hour limits for all users, with resident permit holders exempt from those limits (portphillip.vic.gov.au). A driver may therefore park without a parking fee in a signed time-limited bay, but only for the period shown on the street sign.
Port Melbourne paid-parking locations use machines or PayStay, and the City of Port Phillip says the driver must purchase a session as soon as the vehicle stops in the bay (portphillip.vic.gov.au).
Port Melbourne Time Limits and Permit-Only Streets
Port Melbourne residential streets with time-limited restrictions usually allow one hour or two hours for all users, while resident permit holders are exempt from those time restrictions (portphillip.vic.gov.au). The time begins as soon as the vehicle stops in the parking bay under the Victorian Road Rules, including time spent sitting in the vehicle before paying or leaving it.
A Port Melbourne street marked as a Permit Zone is different from a time-limited bay: only holders of valid parking permits may park there, and other vehicles are not permitted on that street section (portphillip.vic.gov.au). Paid bays remain subject to their displayed maximum stay, and the City of Port Phillip monitors occupancy through in-ground sensors.

Port Melbourne Parking Fines and How to Deal With Them
The City of Port Phillip publishes a parking-fines service for Port Melbourne drivers to pay or manage a parking fine, view photographs, request a review, nominate another driver or ask for help to pay (portphillip.vic.gov.au).
Port Melbourne paid parking is enforced through bay-occupancy sensors, and the City of Port Phillip says continuing to park without payment after a payment-machine fault risks an infringement (portphillip.vic.gov.au). If a machine will not accept payment, the authority directs drivers to use another nearby machine or PayStay, or move the vehicle. A review request can be lodged through the council’s parking-fines service, while payment can be made through Fines Victoria using the obligation number on the notice (fines.vic.gov.au).
