Downtown Billings Time Limits and Meter Enforcement
Downtown Billings meters have a maximum stay of four hours, and the City of Billings requires meters to be paid at all times while a vehicle is parked at a meter (billingsmt.gov). A driver using PayByPhone can initially select three hours and add up to one more hour remotely, while the meter's daily limit remains four hours. The free two-hour spaces described by Downtown Billings become unlimited only from 6:00 p.m. to 6:00 a.m. during the workweek, so the free period does not remove the daytime time limit (downtownbillings.com).
City parking officers investigate expired meters through the vehicle license plate recorded in PayByPhone, and the City of Billings issues a ticket when the plate is not in the system or the paid time has expired (billingsmt.gov). The City of Billings also reserves electric-vehicle charging spaces for electric vehicles only; non-electric vehicles receive a citation, and charging costs $3 an hour with a five-hour maximum stay.
