Downtown Binghamton Winter Restrictions Can Remove an Otherwise Open Street Space
The Town of Binghamton winter ordinance prohibits parking on either side of a town or county highway in the Town of Binghamton from 11 p.m. to 7 a.m. each day from December 1 through April 1. The restriction belongs to the Town of Binghamton ordinance, rather than establishing a general Downtown Binghamton rule (townofbinghamton.gov).
The Town of Binghamton ordinance also prohibits leaving a vehicle unattended on a town street or highway after a snowfall of two inches or more until the Highway Department has plowed the street. The Town of Binghamton treats failure to obey signs erected under those provisions as a violation punishable upon conviction. These rules matter when a driver is considering an apparently free curb space near Downtown Binghamton, because a normal-looking street position can become unavailable during the specified winter conditions.
