Blue Badge Conditions at Bishop's Stortford MSCP
Bishops Stortford MSCP provides free parking for Blue Badge holders when the vehicle is parked in one of the designated Blue Badge spaces and the Blue Badge is displayed prominently (sabaparking.co.uk). The concession is specifically for eligible Blue Badge users, so it is not a general free-parking option for other drivers.
The MSCP condition links the free concession to both the marked space and visible badge display. A driver using an ordinary bay at Bishops Stortford MSCP cannot rely on the Blue Badge concession described by Saba Parking. The rule is therefore most useful for disabled visitors who can reach a designated bay, rather than for shoppers seeking a free stay without a badge.

The reported case concerned a businessman challenging the handling of a parking fine in Bishop's Stortford, rather than establishing a universal charge for every parking contravention in the town. The amount payable depends on the notice and enforcement process attached to the particular site. A driver who receives a notice should use the payment or challenge instructions printed on that notice, because those instructions identify the responsible operator and the applicable deadline.
