Bolton time limits and restrictions that affect free parking
Bolton's town-centre on-street pay-and-display bays are signed for a maximum stay of either one hour or two hours, depending on the bay. Most of those bays operate Monday to Saturday from 8.30am to 6.00pm, and parking outside those hours is free at the bays covered by that operating pattern (bolton.gov.uk).
Bolton Council treats yellow lines as waiting restrictions, and a vehicle contravening them can receive a Penalty Charge Notice. Restricted parking zones can impose waiting and loading restrictions without painted yellow lines, because signs mark the zone instead (bolton.gov.uk). A Blue Badge does not make every restriction free or unlimited: Bolton guidance refers to a three-hour limit where a motorist parks on a waiting restriction under the Blue Badge scheme.
Bolton parking penalties, payment and challenges
Bolton Council states that a Penalty Charge Notice for a parking contravention costs £70, reduced to £35 when payment reaches the council within 14 days of issue (bolton.gov.uk).
Bolton Council accepts payment online, by telephone on 03004 560642, by post to Bolton Council, PO Box 434, Bolton BL1 4FD, and through Easypay, Post Office, PayPoint or e-pay outlets. A Bolton parking PCN reference begins with BO followed by eight digits, and the correct reference is required for payment or correspondence to be actioned (bolton.gov.uk). Drivers who dispute a notice can challenge it through Bolton Council's parking-ticket process; the council lists parkingservices@bolton.gov.uk and 01204 336352 for parking-ticket enquiries.
