A clock is required on yellow lines.

Cornwall Blue-Badge and Resident-Zone Rules for Free Spaces
Cornwall Council relaxes on-street restrictions for correctly displayed Blue Badge holders, allowing unlimited time in limited parking areas, up to three hours on yellow lines, up to three hours in resident parking zones and unlimited time in disabled bays unless roadside signs set a limit (cornwall.gov.uk). A clock must accompany the badge on yellow lines or in a time-limited disabled bay, and the vehicle must not cause an obstruction.
Resident parking zones are restricted areas intended for local residents, and vehicles must be registered to the applicant's address for the permit scheme (cornwall.gov.uk).
Cornwall Busy Periods and Lower-Cost Parking When Free Bays Disappear
Free roadside spaces in Cornwall are most difficult to find during beach visits, holiday periods and busy event days, when short walks from the named streets can save repeated circuits. Cornwall parking guidance identifies Rover tickets as a county option covering a number of car parks for cars, which can be useful when one free roadside location is full (cornishhorizons.co.uk).
For a priced fallback, a Parksy space at St Austell Health Office costs £1.20 a week and is 5.5 miles away. A secure St Austell parking lot costs £5.50 a day at 5.6 miles, while a 24/7 St Austell parking lot costs £3 an hour at 5.5 miles. These spaces suit longer visits when a free bay is unavailable, although the St Austell options are relevant to drivers heading for that area rather than every destination in Cornwall.
Cornwall Parking Penalties, Payment and Appeals After an Overstay
Cornwall Council enforces parking restrictions on public roads and in Council car parks, so an overstay in a time-limited bay or a failure to follow a car park restriction can result in a penalty charge notice (cornwall.gov.uk).
Cornwall Council's payment page allows a penalty charge notice to be paid online, by phone or by post, using the penalty charge notice number and vehicle registration number (cornwall.gov.uk). Cornwall Council also provides a formal appeal route for drivers who believe a parking fine was issued in error.
