Where Free Parking Is Available in Derby
Limited-waiting bays can be used without paying where the roadside sign permits it, although the permitted stay varies by street and zone.
Motorcycles have a specific free option in Derby: Derby City Council allows two hours of free parking in any pay-and-display bay, and solo motorcyclists may park free in council-owned surface-level car parks. Motorcycles may also use permit-holder bays for an unlimited period, except disabled bays. These concessions apply to motorcycles, not ordinary cars, and motorcycle parking in bicycle racks can result in a penalty for pavement parking (derby.gov.uk).
Derby Restrictions That Can End a Free Stay
Derby’s limited-waiting bays are free only within the time shown on the sign, so a driver who remains beyond the signed limit is no longer lawfully using the free option.
Derby has resident-only parking zones where general drivers cannot park without the relevant permit. Resident visitor permits are available to people who live in those zones, while motorcycles are exempt from resident-only zones. Disabled bays remain a separate category of on-street parking, so a disabled badge does not create a general free-parking entitlement in every Derby bay (derby.gov.uk).

Derby Parking Penalties and How to Deal With a PCN
Derby City Council issues a Penalty Charge Notice when a vehicle stays beyond the permitted time in a limited-waiting bay or breaches another parking restriction. A PCN paid within 14 days is charged at the lower amount shown on the ticket or letter; payment after 14 days follows the higher amount stated on the notice (derby.gov.uk). The council’s PCN information says a Charge Certificate increases the charge by 50%, after which the charge can be registered as a debt at the County Court.
Drivers can also challenge or appeal a notice through Derby City Council’s PCN process. School keep-clear markings and School Safe Haven Zones have separate signed restrictions, with camera enforcement used in some Derby locations, so entering a restricted school street or stopping on a keep-clear marking can create a further enforcement risk (derby.gov.uk).
