Epsom Time Limits, Permits and Enforcement Hours
Epsom and Ewell Borough Council’s published car-park tariffs distinguish between short, medium and long stays rather than offering general free parking. Town Hall and Hope Lodge provide up to a 30-minute tariff for short visits, while Upper High Street and Depot Road provide a £2 tariff for up to one hour. Ashley Centre provides a £2.50 tariff for up to one hour (epsom-ewell.gov.uk). These are paid tariffs, so a short stay is not automatically free.
Busy Epsom Dates and the Cheapest Paid Fallback
Free capacity is most likely to disappear during busy shopping periods and the December dates when the council promotes free parking. Those limited offers can make spaces harder to find around the town centre.
For a longer stay outside the free December dates, Epsom and Ewell Borough Council lists an all-day tariff of £8 at Hook Road, Depot Road and Upper High Street. Sunday parking in Epsom is charged at a flat rate of £3 for the day, and an evening tariff of £5 is available after 5:30pm from Monday to Saturday until 12:30am.
Epsom Parking Penalties and How to Challenge Them
Epsom and Ewell Borough Council enforces parking restrictions at all times, including bank holidays. A vehicle can therefore receive enforcement action outside the usual weekday shopping period if it breaches an applicable restriction (epsom-ewell.gov.uk). The relevant restriction may concern a pay-and-display car park, a controlled on-street space, a yellow line or a permit-only area.
The council’s online PCN service lets a driver view the notice and photographs, make a challenge or representation, and pay the penalty. Surrey County Council also provides guidance on paying parking fines, challenging them and what happens when a fine is not paid or challenged. Epsom and Ewell Borough Council directs drivers to its PCN service for payment and appeals, while its parking information identifies 01372 732000 for further information (epsom-ewell.gov.uk).
