Richmond Parking Penalties and How to Deal With a PCN
Richmond’s council issues a Penalty Charge Notice when a Civil Enforcement Officer records an alleged parking or traffic contravention, including parking in a suspended bay without permission (richmond.gov.uk). Suspended bays can be enforced at any time, including outside controlled hours, so a normally free space can still attract a PCN when suspension signs are installed.
Richmond’s published penalty schedule states that £160 applies to all serious contraventions in Band A, reducible to £80 when paid at the reduced rate (richmond.gov.uk). Drivers can look up a PCN using the notice number and vehicle registration, pay by telephone on 020 8045 1171 or make a formal representation within 28 days of the notice.
A driver who disputes the council’s formal decision can appeal to a parking adjudicator, with Richmond providing appeal information and telephone assistance on 020 8891 1411 (richmond.gov.uk).
