Disabled bays are enforceable 24 hours a day, 365 days a year.
Sandwell parking penalties and the 14-day payment reduction

Sandwell Council allows drivers to challenge a parking Penalty Charge Notice online through its parking-fine appeal service. A driver who disputes an overstay or another alleged contravention can therefore use the council’s formal appeal route rather than treating the notice as an ordinary parking charge.
