Free Parking Options in Southampton City Centre
Southampton’s council car parks no longer offer the former two-hour free period between 8am and 8pm: the replacement charges are 50p for one hour and £1 for two hours (BBC). The council’s city-centre on-street pay-and-display bays operate from 8am to 8pm every day, so they are not a general free-parking option during those hours (southampton.gov.uk).
Free parking is available in Southampton for motorcycles and cycles at Southampton General Hospital, while the hospital’s car parks charge patients and visitors (UHS). The University of Southampton also provides no-charge parking for eligible staff on up to spine point 12, but university permit-holder car parks are not general public parking (southampton.ac.uk). A Blue Badge can make some council bays free, but that concession is covered by the separate rules below.
Southampton Bay Rules That Preserve Free Parking
Southampton City Council allows Blue Badge holders to park free and without a time limit in resident bays and limited-waiting bays in zones 1 to 18 and 26 to 27, provided the valid badge is displayed (southampton.gov.uk). The concession belongs to the badge holder and does not turn those spaces into unrestricted free parking for other drivers.
Southampton’s waiting restrictions apply from the centre of the road to the back of the highway, including a footway or grass verge behind yellow lines; vehicles parked there can receive a Penalty Charge Notice (southampton.gov.uk). Residents’ parking schemes restrict on-street parking in their designated areas during the period shown by the scheme, assisting eligible residents and appropriate service providers rather than offering general free parking. Outside the city-centre charging period, council on-street bays may be free, but the bay sign remains decisive for any local limit or permit condition.

These options suit drivers who need a reserved space rather than repeated circuits of the city-centre streets.
Parksy also lists parking at Surrey House Clinic in Southampton at £0.97 an hour and Pickles Coppice at £3.80 a day, both shown at 0 yards. Parking at Voco Southampton in SO15 is 0.3 miles away and costs £21.25 a day, making it the longer-stay option among these nearby spaces.
Southampton Alternatives When Free Bays Disappear
Free or low-cost spaces become harder to find when Southampton’s centre is busy, and Southampton General Hospital warns that parking is limited at peak times. Hospital patients and visitors can use the orange and blue car parks at Southampton General Hospital or the yellow car park at Princess Anne Hospital, but charges apply, with discounts available to patients and visitors (UHS). Free facilities at the hospital are for motorbikes and cycles, not cars.
For city-centre parking, Southampton City Council lists Bedford Place MSCP on Salisbury Street, Eastgate MSCP on Eastgate Street, Grosvenor Square MSCP, Marlands on Harbour Parade and Mayflower Park on Town Quay. The council says city-centre car parks operate from 8am to midnight every day (southampton.gov.uk).
Southampton Parking Penalties and Payment Deadlines
Southampton City Council gives drivers 28 days to pay a Penalty Charge Notice from the date it is served, while paying within 14 days costs less (southampton.gov.uk). The council issues a PCN for parking on a footway or grass verge behind applicable yellow lines, as well as for other contraventions of waiting restrictions.
Southampton City Council’s online PCN service lets drivers view the notice details and photographs, make a challenge or representation, and pay the parking fine (southampton.gov.uk). A further 28 days applies for payment at the full amount when a driver has received a PCN and is viewing evidence or challenging the fine. Southampton University uses a separate Parking Charge Notice of £25, rising to £50 if unpaid within 14 days, for vehicles breaching university parking regulations (southampton.ac.uk).
