Vale of Glamorgan Council also identifies coastal car parks, country parks and resident parking schemes as separate parking categories across the county. The council’s coastal information names Harbour Road, Barry Island Main and Overflow, Nell’s Point in Barry Island, and Cymlau, with Harbour Road and Nell’s Point operating from 7am to 10pm (valeofglamorgan.gov.uk). These sites are alternatives for drivers heading to the coast rather than a substitute for a short town-centre stop.
Vale time limits, permits and Blue Badge free parking rules
Those two car parks provide all-day free parking on Sundays, and Blue Badge holders receive all-day free parking there (valeofglamorgan.gov.uk).
Vale of Glamorgan Council’s resident parking information covers designated resident bays and controlled areas rather than general free parking. Blue Badge holders may use designated resident parking bays and areas or zones for a maximum of three hours during controlled hours, provided the badge is displayed (valeofglamorgan.gov.uk). The council’s parking enforcement applies where the relevant line markings or signs establish a restriction, so a resident bay is not a general free space simply because no payment machine is present.
Penalty charge notices for overstaying or breaking Vale restrictions
Vale of Glamorgan Council uses Civil Enforcement Officers to patrol daily and identify illegal or irresponsible parking. Officers can issue a Penalty Charge Notice where an applicable restriction is established by the relevant signs or line markings; the council says officers may use discretion and explain the problem before issuing a ticket in appropriate cases (valeofglamorgan.gov.uk).
If payment is not received within 14 days, the full amount becomes payable (valeofglamorgan.gov.uk). The council provides the penalty process for paying or challenging a notice, while reports of illegally or inappropriately parked vehicles are logged through its online reporting service rather than producing an immediate enforcement response.
