Free parking options around Newbury and West Berkshire
Northcroft Leisure Centre Car Park in Newbury provides free parking for the first three hours when a ticket is displayed, followed by £2 for up to six hours, with a six-hour maximum stay (visitnewbury.org.uk). Newbury on-street parking operated by West Berkshire Council includes locations where the first 30 minutes are free, although a valid ticket must still be displayed. The free period belongs to those particular on-street locations, rather than every street in West Berkshire.
West Berkshire Council states that parking charges apply at a number of on-street locations in Newbury, while its council car parks and roads are governed by site-specific controls. Free Blue Badge parking is available in Newbury on-street areas where parking charges apply, subject to the council’s Blue Badge conditions (visitnewbury.org.uk). West Berkshire Community Hospital offers free-of-charge parking to Blue Badge holders (totalcarparks.co.uk).
West Berkshire time limits, permits and Blue Badge conditions
West Berkshire Council Traffic Regulation Orders set the conditions for council-run car parks and roads, including charges, permit requirements and how long a vehicle may park. A TRO may apply only to part of a car park or road, and may operate on particular days and at particular times, so a free bay remains free only within the restriction shown for that location (westberks.gov.uk).
West Berkshire Council gives Blue Badge holders a maximum of three hours’ free parking when the badge is displayed. A stay beyond three hours requires payment for the additional time, such as buying a one-hour ticket to stay for up to four hours (westberks.gov.uk). Resident permit bays remain for permit holders, and a free period requiring a displayed ticket still requires the ticket even when no payment is due.
West Berkshire parking penalties and how enforcement works
West Berkshire Council enforces the conditions created by its Traffic Regulation Orders in council car parks and on roads. Those orders can control charges, permits, maximum stays and the days or times when a restriction operates, so overstaying a free allowance or parking in a permit-controlled space can lead to a Penalty Charge Notice (westberks.gov.uk).
The council says it does not send text messages about outstanding Penalty Charge Notices, and a text requesting payment is a scam. The council also says it does not use QR codes as payment shortcuts; suspicious QR codes can be reported to 01635 521905 (westberks.gov.uk).
