Where Free Parking Can Be Found in Westminster
The practical free opportunities are on-street spaces outside their controlled hours. Westminster City Council states that any vehicle can park without charge outside the hours of control, while resident permit holders can use a pay-by-phone bay before 9.30am and after 5.30pm without charge (Westminster Transportation Services). Those periods do not make resident bays general free parking, so a visitor should use an ordinary unrestricted space or a bay whose sign permits non-residents.
Paid-for bays and single yellow lines in Westminster are uncontrolled on Sundays in some locations, and the council's bank-holiday table gives free parking for paid-for parking and single yellow lines on Good Friday, Easter Monday, the early May bank holiday, the spring bank holiday, the summer bank holiday, Christmas Day, Boxing Day, the Boxing Day substitute holiday and New Year's Day (westminster.gov.uk). Westminster's controlled parking map divides the city into zones including A for Knightsbridge, Belgravia and Pimlico, D for Victoria, Westminster and Millbank, and E for Mayfair and St James'.
Westminster Rules That Decide Whether Free Parking Remains Free
Westminster City Council says controlled hours apply to paid-for and shared-use bays, and street signs show each bay's price and maximum stay, usually four hours (westminster.gov.uk). Resident bays follow the hours shown for their individual parking zone or sub-zone, so a visitor cannot treat an empty resident space as free general parking. A sign reading “Resident permit holders only” without days or times means the bay is controlled every day, including public and bank holidays.
Westminster's bank-holiday controls leave resident bays subject to Sunday controls, with resident-permit-only enforcement where Sunday control applies, while specialist bays for disabled, doctor or hospital permit holders remain restricted at all times (westminster.gov.uk). Double yellow lines remain controlled at all times. Single yellow restrictions do not apply on public and bank holidays except where Sunday restrictions would normally apply, and cameras continue operating every day except Christmas Day.
