Free Car Parks and Street Parking in Richmond CBD
Free street parking is available throughout Richmond CBD, although many spaces have time limits (Stuff). The three council-owned off-street car parks with free all-day spaces are Harkness-Petrie, Papps and Warring, with 165 free all-day spaces between them (TopSouthNow).
Richmond Primary School has a two-minute parking area outside the main office between 8:30am and 9:30am, and again between 2:30pm and 3:30pm each day (richmondprimary.school.nz). Richmond Primary School’s area is for parents to stop only during those periods, rather than being a general free parking option for CBD visits. For ordinary shopping or appointments, the unrestricted choice is the free public parking supply in Richmond CBD, while street bays with posted limits suit shorter stops.
Richmond Time Limits, School Restrictions and Enforcement
Free parking in Richmond CBD is not automatically unlimited. Street parking is free, but many CBD spaces carry time restrictions, so a driver staying beyond the displayed limit can receive a fine (Stuff). Richmond Unlimited also says that enforcement applies to the free public car parks, making the time restriction at each bay important even when the charge is zero (richmondunlimited.co.nz).
Richmond Primary School’s area outside the main office is limited to two minutes from 8:30am to 9:30am and from 2:30pm to 3:30pm, and Richmond Primary School says parents can only use the area for that short stop during those times (richmondprimary.school.nz). The school restriction therefore belongs to the school frontage, while CBD street limits belong to the individual Richmond parking spaces. The Harkness-Petrie, Papps and Warring car parks are council-owned off-street sites with free all-day spaces, rather than short-stay school bays (TopSouthNow).
Parksy Parking Near Richmond Streets
A second priced Parksy space at 23 Oxford Street is 460 metres away and costs $2 an hour. This 24/7 Richmond space suits commuters, shoppers and appointment visitors who prefer a paid option close to the CBD rather than circulating for a free bay. Both Richmond listings cost less per hour than the Nelson options farther away: 28 Quiet Woman Way is 4.5 kilometres away at $2 an hour, while the Nelson lots at 5.4 kilometres and 5.6 kilometres cost $2.70 an hour and $3.15 an hour. A covered Nelson space at 5.7 kilometres costs $5 a day and has 24/7 access.
Richmond Parking Fines and Payment Options
Richmond CBD parking remains free to use on the streets, but breaching a displayed time limit can result in a fine ranging from $12 to $21 (Stuff). The same time-limit issue applies to free public car parks, where Richmond Unlimited says enforcement operates.
Richmond Primary School’s main-office area has a separate two-minute restriction between 8:30am and 9:30am and between 2:30pm and 3:30pm, with parent-only use during those periods (richmondprimary.school.nz). A driver using the school frontage for a longer stop is therefore outside the stated purpose of that area. For a Richmond CBD visit, the practical way to avoid the $12 to $21 range is to choose a bay whose displayed limit covers the visit or use one of the named all-day free car parks.
