Free parking at Santa Clara’s West Wing and Tasman Drive park-and-ride
Santa Clara drivers can use the public parking next to the West Wing at 70 W. Hedding for free for 2 hours. The County Government Center identifies that lot as visitor parking, making it useful for short appointments and errands at County facilities (santaclaracounty.gov). The Civic Center garage at 171 W. Hedding is nearby, but it is paid at $1.25 for ¼ hour, so it is not a free substitute.
The Santa Clara Park & Ride at 2945 Tasman Drive is a free park-and-ride lot with a shuttle operating from 3:20am to 10:05pm Monday through Friday (stanfordmedicinetransportation.org). Caltrans also says drivers do not need to sign up or pay a fee to use a park-and-ride facility, and most city or county facilities are free (dot.ca.gov). Hedding Street, Mission Street, San Pedro Street, and Guadalupe Parkway have metered spaces, not general free parking, with most meters charging between $1 and $2 an hour (santaclaracounty.gov).
Santa Clara’s posted limits and permit zones decide whether parking remains free
Short-term areas carry clearly posted time limits. A vehicle with a state Disabled Person license plate or placard may use County visitor, public, and short-term areas without time limits, while loading zones remain limited to the time needed to load or unload and never beyond the posted limit.
Santa Clara residential permit parking areas display their own time limits or restrictions. Residents with a valid permit may park without time limits, while visitors must display a visitor pass on the dashboard (santaclaraca.gov). A residential permit is for people who live in the permit area, so an unrestricted resident space is not a general free option for other drivers. County designated spaces also reserve some bays for employees, County vehicles, motorcycles, electric vehicles charging, or other users identified by signs.
Free Santa Clara spaces fill fastest around weekday offices and shuttle demand
The West Wing lot at 70 W. Hedding is most vulnerable to weekday demand because its free use serves visitors to County facilities and ends after 2 hours (santaclaracounty.gov). The Santa Clara Park & Ride at 2945 Tasman Drive is a stronger choice for a longer trip when its free shuttle service fits the journey, rather than using a short-stay visitor bay for all-day parking.
When free spaces are unavailable, the Civic Center garage at 171 W. Hedding is the named nearby paid alternative, charging $1.25 for ¼ hour (santaclaracounty.gov). Metered parking along Hedding Street, Mission Street, San Pedro Street, and Guadalupe Parkway costs most often between $1 and $2 an hour, with the exact amount shown on each meter.

Santa Clara County parking citations, payment, and dispute deadlines
Santa Clara County requires a parking citation response within 21 days of the citation date. The County accepts a check or money order payable to Santa Clara County Parking by mail to Santa Clara County Parking, PO Box 849, San Jose, CA 95106-0849, and also accepts online payment through CitationProcessingCenter.com or by phone at 408-299-8686 on weekdays from 8:00am to 5:00pm (santaclaracounty.gov).
