Wilmington time limits and return rules for free spaces
Wilmington's downtown meters allow parking for up to two hours, and the meter rates are posted at each meter (wilmingtonde.gov). A quarter buys 15 minutes, a dime buys 6 minutes, and a nickel buys 3 minutes, so free evening or weekend parking does not remove the posted maximum when a meter is operating.
On a two-hour block, the authorized period begins when a parking enforcement officer first records the license plate; moving within either side of the same block does not restart the period. After the authorized period expires, the vehicle must leave the block and cannot return to either side for at least one hour (wilmingtonde.gov).
Wilmington requires all four wheels to remain on the street surface, parking no farther than 12 inches from the curb, and at least 20 feet from a crosswalk or intersection. Wilmington prohibits parking within 15 feet of a fire hydrant, in bus stops or loading zones, or within three feet of either side of a driveway (wilmingtonde.gov).
Wilmington parking tickets, payment, and appeals
Wilmington parking fines are reduced from $40 to $25 when paid within 14 days of issuance (Wilmington City Council). The City accepts parking-ticket payments through its online payment system, and the Department of Finance can provide the total outstanding amount at 311 within city limits or (302) 576-2620 from outside city limits (wilmingtonde.gov).
A Wilmington driver who believes a ticket was issued in error must submit a written appeal received by the City within 21 days of issuance (wilmingtonde.gov).
A driver whose vehicle is towed must pay towing and storage charges under protest to obtain release, and Wilmington does not charge daily storage when the vehicle is collected within seven days (wilmingtonde.gov).
