Parking Near Rochester
Free meter hours at Rochester Public Library on South Avenue
Drivers visiting the Central Library can use the library’s metered spaces without paying from 6 p.m. to 8 a.m (roccitylibrary.org).
The library’s published rates are $2 up to 1 hour, $4 up to 2 hours, and $6 up to 3 hours, so a weekday daytime visit outside the free hours requires payment. The City of Rochester says its Bureau of Parking oversees mechanical meters and electronic pay stations on city streets (cityofrochester.gov).

When free library or street spaces are occupied, Parksy lists an hourly space at the Civic Center Garage for $1.50 an hour, suitable for a short downtown visit.
Parksy lists an airport parking space in Rochester for $2 an hour, giving travelers a priced alternative to searching for free curb space before a flight. Parksy also lists covered spaces at 100 Jay Street, 0.5 miles away, for $16 an hour or $16 a day.
Rochester’s 12-hour street limit and snow restrictions
Rochester city streets generally limit a vehicle to 12 hours where no alternate parking regulation applies (cityofrochester.gov). The City’s parking violations page also lists tickets for an expired meter, a broken meter or pay station, a loading zone, a no-parking zone, a no-standing or no-stopping zone, parking within 5 feet of a driveway, parking within 15 feet of a fire hydrant, or parking on a sidewalk.
During a Rochester plowing-day restriction, even-numbered-side parking applies until 7 p.m. on Tuesday, Thursday, and Saturday, while odd-numbered-side parking applies on Sunday and until 7 p.m. on Monday, Wednesday, and Friday (cityofrochester.gov). Rochester prohibits parking on snow emergency routes during a snow emergency, and announced residential streets can be closed under a parking emergency. A free space remains usable only while its street and weather restrictions allow it.
Snow emergencies are when Rochester’s free spaces disappear fastest
Rochester’s free curb spaces become most difficult to use during major weather events because the City strictly enforces alternate-side rules and removes parking from snow emergency routes (cityofrochester.gov). A plowing-day restriction can require drivers to move to the permitted side by the announced schedule, while a parking emergency can prohibit parking on announced residential streets as crews clear them curb to curb.
The City of Rochester describes its downtown garages as indoor parking for residents, workers, and visitors, with hourly and daily maximum information available for each garage (cityofrochester.gov).
Rochester parking tickets start at $45 and rise after 30 days
Rochester’s parking violation schedule lists initial fines of $45, $55, $110, or $155, with a $15 New York State surcharge included in the listed fines (cityofrochester.gov). The City requires payment within 30 days of the ticket’s issue date. After 30 days, the listed amounts rise to $90, $110, $200, or $245, and fines rise again after 75 days to $115, $135, $210, or $255.
Rochester sends unpaid tickets into default judgment after 90 days. A vehicle can be booted when its owner has at least 3 unpaid parking tickets that are at least 90 days old. A driver contesting a ticket can request a hearing, and the registered owner must testify unless an operator has notarized authorization. Rochester holds parking-ticket hearings on Wednesdays and Fridays at 200 East Main Street, Suite B-001, and a written ex-parte hearing is available to drivers outside Monroe County or unable to appear in person.
