Free meter periods and curb spaces in Downtown Houston
The practical free window for ordinary metered curb spaces is outside the posted enforcement period: ParkHouston meters are generally enforced Monday through Saturday from 7:00 a.m. to 6:00 p.m., while official City holidays are excluded (houstontx.gov). A driver can therefore use a metered space after 6:00 p.m. or on an official City holiday only where the pay station or sign does not set different hours.
Downtown Houston curb spaces still carry block-specific limits, so free parking after enforcement hours is not an unrestricted all-day option. ParkHouston lists Downtown Houston limits from 30 minutes in loading zones to two to four hours in other areas, with some blocks on the downtown outskirts extending to 10 hours (houstontx.gov). The pay station or sign identifies the applicable limit and enforcement period for each space.
Downtown Houston meter limits, permits, and accessible parking
Red-bagged Downtown Houston meters are reserved at all times for the permit holder's vehicles, while blue-bagged meters may be used with payment through the ParkHouston app or another meter (houstontx.gov). A vehicle with a disabled parking placard or license plate may park free at a meter for the time limit posted at that meter, but the vehicle must move after the limit. A Residential Parking Permit area requires a valid permit, and an unauthorized vehicle is subject to a $70 citation.
Downtown Houston busy periods and the lowest-cost named alternative
METRO Park & Ride lots provide the clearest named low-cost alternative for a driver willing to leave the car outside the central street network. METRO charges $5 per vehicle per day with no in-and-out privileges, so a vehicle that leaves and returns requires a new fee (ridemetro.org). Downtown Houston's Navigate guide lists $1-a-day parking with METRO validation for the Green Line and a $1.25 one-way Green Line fare (downtownhouston.org). These options suit longer visits when free curb spaces are occupied.
Downtown Houston parking citations and the 30-day response window
If the citation remains unpaid in full for 90 calendar days, ParkHouston adds a 30 percent collection fee. Vehicles with three or more delinquent citations, or one delinquent citation for parking in a handicapped zone, can be booted.
ParkHouston accepts payment online, by phone at 833-894-0982, or by mail to ParkHouston, P.O. Box 203947, Houston, TX 77216-3947 (houstontx.gov). Online payment is credited the same day, and a mailed payment is late if postmarked 30 days after issue.
