Richmond permits and enforcement rules that affect free spaces
Richmond’s residential parking districts restrict designated residential streets to residents, while guests need a temporary permit or annual visitor pass (rva.gov). A resident parking decal allows an eligible resident’s vehicle to remain beyond the hourly restriction, but the decal must be displayed inside the vehicle on the lower driver-side rear windshield. A guest permit must be fully visible on the front dash on the driver side.
Richmond tickets and may tow vehicles parked in a residential district without the required resident or guest permit. Richmond does not enforce residential-district permit regulations on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, or Christmas Day, while other holidays remain enforced. Lot C61’s open-parking hours apply to registered vehicles, not unrestricted public parking for every vehicle.

Richmond parking tickets, fines, and towing costs

Richmond citations can be paid online through the city’s RemitOnline payment page, which allows up to three citations in one transaction and adds a $3.95 convenience fee (remitonline.com). Drivers contesting a Richmond citation must use the city’s citation process rather than treating a free evening or weekend period as permission to ignore a posted restriction.
