Virginia Beach permits, limits, and hours that can end free parking
The 4th Street, 2nd Street, and Rudee Loop municipal lots are free only during the November 1 to March 31 period listed by Virginia Beach. The city says all municipal lots allow unlimited daily reentry during operating hours, but towing is enforced at 2:30 a.m. and rates renew at 5 a.m (pw.virginiabeach.gov).
Resort Area residential streets require an active residential parking permit from 6 p.m. to 6 a.m. A vehicle without an active permit receives a $70 parking citation during those restricted hours. Holiday restrictions apply in permit areas from 6 p.m. July 2 through 6 a.m. July 6, when parking is restricted 24 hours a day. These spaces are for vehicles displaying a residential parking decal or pass, not general free parking (virginiabeach.gov).
A disabled vehicle displaying a qualifying parking tag may use any Virginia Beach on-street metered location free for up to four hours. The city’s resident voucher plan gives eligible Virginia Beach residents a $50 annual voucher for participating Oceanfront garages, surface lots, and designated metered spaces, rather than unrestricted free parking (pw.virginiabeach.gov).
What to use when Virginia Beach free parking fills up
Free municipal-lot parking is most useful outside the city’s seasonal paid period, while Oceanfront spaces become harder to find during summer and large special events.
For a paid fallback from April 1 through October 31, Virginia Beach’s municipal lots charge $1 for one hour, $2 for two hours, and $3 per hour for three hours or more, with a $24 daily maximum. The 4th Street Lot charges $15 per day for oversized vehicles and $25 overnight, with overnight parking available only for oversized vehicles (pw.virginiabeach.gov).
A Virginia Beach seasonal parking permit costs $100 and provides unlimited reentry to the 4th Street, 2nd Street, Rudee Loop, Croatan, Sandbridge Market, Sandbridge Lot, and Little Island municipal lots from April 1 through October 31. The permit does not cover municipal garages or metered on-street spaces (pw.virginiabeach.gov).

Virginia Beach parking tickets can be paid by phone with a major credit card through the Treasurer’s local payment center at 757-385-8968, with a 2.5 percent fee or $1 fee, whichever is greater. An administrative review request must reach the Virginia Beach Treasurer’s Office Parking Ticket Department within 30 days of notification (virginiabeach.gov).
