Parking Near Heights
Free parking information available for Heights, West Virginia
Drivers in Heights should distinguish ordinary public parking from accessible parking. West Virginia Code reserves spaces marked with the international symbol of access solely for people with a mobility impairment and disabled veterans at all times (code.wvlegislature.gov). Those spaces are not general free parking, even when no meter is present.
West Virginia Code also permits a vehicle displaying a valid, unexpired special registration plate or removable windshield placard to park for unlimited periods in parking zones unrestricted as to length, when the vehicle is being used to load or unload a person with a mobility impairment. The privilege does not apply to prohibited stopping, standing, or parking areas, special-vehicle zones, rush-hour restrictions, or traffic hazards (code.wvlegislature.gov). A marked accessible space therefore provides a free option only for an eligible user and only under the statutory conditions.
Heights parking categories include garages, streets, schools, and events
Fairmont City Council records parking conditions in categories that include city-metered on-street parking, city garages, residential streets and alleys, commercial streets, school areas and zones, and special events (fairmontwv.gov). These categories describe the local parking settings discussed by the council and the Fairmont Parking Authority.
The council record also identifies possible parking changes involving rates, parking violations, pay by phone, permits, and city ordinances covering parking generally, parking meters, and off-street parking facilities (fairmontwv.gov). Drivers should therefore treat the listed categories as distinct types of parking rather than assume that a residential street, school zone, garage, or event area has the same conditions.
Accessible-space rules that control free parking in Heights
West Virginia Code requires accessible parking places to be designated close to public entities, state, county, and municipal buildings, places of public accommodation, and commercial facilities. A vehicle without a valid special registration plate or removable windshield placard may not stop, stand, or park in an area marked for accessible parking (code.wvlegislature.gov).
West Virginia Code also prohibits parking in the access aisle beside a van-accessible or standard accessible space, including for a vehicle displaying a valid placard or special registration plate (code.wvlegislature.gov). Accessible spaces must display the international symbol of access, and the signs must include the words “up to $500 fine.” A placard does not turn every unrestricted public space into an accessible space, and accessible parking remains tied to loading or unloading a person with a mobility impairment.
Accessible-parking violations in Heights can reach $500
West Virginia Code sets the accessible-parking penalty at $200 on a first conviction, $300 on a second conviction, and $500 on a third or subsequent conviction for parking in a marked accessible space without the required special registration plate or removable windshield placard (code.wvlegislature.gov). The same escalating amounts apply to knowingly using the placard privilege when the vehicle is not being used to load or unload a person with a mobility impairment.
Parking in an adjacent accessible-space access aisle carries the same $200, $300, and $500 conviction sequence under West Virginia Code. The statute identifies law-enforcement officers, private security guards, parking personnel, and other authorized personnel as parking-enforcement personnel who may issue parking citations (code.wvlegislature.gov). The accessible-space signs themselves must warn of an “up to $500 fine.”
