Windsor's parking permit system serves residents, businesses, and visitors with tailored solutions for different needs. The city offers five main categories: residential, business, trade, visitor, and event permits. Each has specific requirements and regulations you'll need to follow. Residential vehicle permits are limited to two per household at $50 each, effective March 9, 2026. These permits must be linked to a specific license plate, and you'll need proof of residency like a valid driver's license and vehicle ownership documentation.
The application process is straightforward but requires genuine local documentation. You'll submit your materials to the Parking Enforcement Office at 1266 McDougall Street or email them to parkingenforcement@citywindsor.ca. Response times typically cap at three business days. For students at the University of Windsor, student parking permits offer institution-specific advantages. The city takes verification seriously, so ensure your proof of residency matches your property address exactly, whether it's a deed or municipal tax bill.
Business and Visitor Permit Options
Trade permits facilitate parking for service providers operating across Windsor's bustling commercial areas. These allow tradespeople to access work sites without obstructing residential zones, making them essential for contractors, plumbers, and delivery services. Visitor permits accommodate guests in the immediate vicinity of the purchasing address, providing a practical solution for residential areas impacted by surrounding institutions like hospitals and universities. Each visitor permit costs $50.00 and is specifically intended for temporary use near your home.
Business owners benefit from dedicated commercial parking solutions designed for efficient city operations. If you're a landlord who doesn't reside at your rental property, you can still apply for one vehicle-specific permit. For comprehensive details on all permit types, the City of Windsor residential permit parking page provides extensive guidance. The flexibility of Windsor's system means most businesses and residents can find a permit category matching their specific parking needs.

Once documents are ready, submit them via email to parkingenforcement@citywindsor.ca or visit the office in person at 1266 McDougall Street. Expect approval confirmation within three business days. The process is designed for resident convenience, though local council staff recommend double-checking your eligibility beforehand to avoid delays.

Landlords who don't reside at their properties can apply for one vehicle-specific permit linked to the rental address. The entire system emphasizes permit documentation accuracy to ensure fair distribution across Windsor's neighborhoods. Many residents complete the process entirely online, making it accessible even during busy work schedules.
Visitor Permits and Guest Parking Solutions
Windsor offers practical visitor parking permits for guests needing short-term access near residential addresses. Residents can purchase visitor permits for $50.00, allowing friends and family to park close to their homes without violating parking regulations. These permits work specifically in the immediate vicinity of the resident's address, making them ideal for people visiting areas near landmarks like the World Wars Cenotaph. Guest passes provide flexibility for occasional visitors while protecting residential parking availability for permanent residents.
For those managing frequent guest traffic, visitor permits represent a cost-effective alternative to receiving parking violations. The permit must clearly display the guest's vehicle registration and is typically valid for shorter periods than residential permits. If your office is near Windsor Regional Hospital, private parking may start at just $12 per day compared to council fees. These platforms eliminate lengthy approval processes and extensive paperwork requirements. Instead, you secure immediate access to dedicated spaces tailored to your location needs.

The peer-to-peer model means you're renting directly from property owners who have spare spaces, creating competitive pricing and flexible terms.
