State a specific ground rather than a general complaint: unclear or obscured signage, a faulty payment machine, an incorrect registration or location, a valid permit or ticket held at the time, or mitigating circumstances with evidence. Attach photographs. Appealing is normally free, and in many places the discounted early-payment rate is reinstated if your appeal is rejected.
